The World Anti-Doping Agency (WADA) suspended Russia's participation in major international events for four years on December 9, 2019, due to its non-compliance with the agency's rules.

The WADA ruling allowed individuals who were not implicated in the drug scandal to participate in sports, but prohibited them from wearing the Russian flag and anthem at major events.

The Court of Arbitration for Sport has allowed the Russian football team to use its name and logo on uniforms if the words "neutral" or "neutral team" have equal prominence.


Format

The qualifying format for the 2020 European Championship was confirmed by the Executive Committee of the UEFA on December 4, 2019. It will depend on the results of the 2020 Nations League.

The format of the play-offs will remain the same, with the addition of the play-offs for the 2022 UEFA Nations League Finals.

The top two teams from each qualifying group will advance to the play-off stage, where the other two will be drawn against the best Nations League group runners-up.

On December 4, 2019, the UEFA Executive Committee approved the use of video assistant referees (VAR) for the World Cup qualifiers. However, it was delayed due to the outbreak of the COVID-19 pandemi 


Schedule

In March 2020, it was announced that the dates of the European qualifiers for 2022 would be moved due to the outbreak of COVID-19 pandemic. The qualifiers would be held on June 16 and July 2021.

In September 2020, the European Football Association (UEFA) decided to extend the window for the qualifying group stage for the 2021 FIFA World Cup to three match days. This was approved by the FIFA Council in December 2020.

First round

Seeding

The draw for the first round was held on December 7, 2020, in Zrich, Switzerland. Due to the outbreak of the COVID-19 pandemic, it was moved to a virtual event.

The draw was held on 18 June 2020 at UEFA Headquarters in Nyon.. It was presented by Cristina Gulln, who is a journalist for Spanish newspaper El Pais.

The pots were based on the results of the November 2020 FIFA World Rankings. The teams were then divided into three groups, with the top two advancing to the next round.

The draw was completed with Pot 6. Each team was assigned to one of the six pots. The six-team group has one team from each of the pots.

With computer assistance, the draw for the 2021 UEFA Nations League Finals was conducted. The participants were split into five groups with a maximum of one qualifying team from the league.

Due to political reasons, matches between the following pairs of teams were prohibited. These included Russia, Serbia, Ukraine, Bosnia and Herzegovina, and Kosovo. The other teams were placed in different groups based on the draw conditions.

The two "hard winter" venues, namely the Faroe Islands and Iceland, cannot host matches in March or November, and the other teams shall play as few home games as possible.

Cyprus, Israel, and Armenia were among the nations that were placed in the same pot for the draw.


Second round

The play-offs will be contested by the top two groups from the Nations League. The runners-up will be joined by the best two from the other qualifying groups.

The semi-finals will be held on March 24 and March 29, 2022, while the finals will be held on March 29. The top six ranked teams in the world will qualify for the World Cup


Second-placed teams

The top 10 teams from the first qualifying round will qualify for the play-offs. The remaining four will be unseeded.

Top goalscorers have scored over 700 goals in 250 matches. The average goal difference is 3 goals. Away goals have also been scored.

Serbia's appearance at the FIFA World Cup is its third appearance. Although it is the successor of the Yugoslavia and Serbia national teams, FIFA still considers them as the third-place team after the semi-finals.
